A vulnerability assessment finds known weaknesses with scanning and confirms each one by hand. A penetration test goes further: a tester tries to exploit and chain weaknesses the way an attacker would, including business logic a scanner cannot see. Many frameworks accept a vulnerability assessment for scanning requirements and ask for a penetration test separately.
